The paper sizes are - they have an annoying 'letter' size that's 8.5"x11" ie wider and shorter than A4, plus 'legal' that's 8.5"x14" - a US gallon is smaller than a UK one, for example.

But from the link, the US ream is also 500 sheets...

Ah, government procurement. Many people have wondered just how EDS in particular keep getting contracts given their amazing track record of screwing up.
