I particularly like the bit about 'this isn't a scam, because if it were, we'd be asking for more than $10'. Of course it's a scam, regardless of what the amounts involved are.
Anyway, banks don't allow untouched accounts to sit around gaining interest - the interest gets frozen on accounts that have been inactive too long.
