Well, Singin' in the Rain manages to make sound work in a story about the transition from silents to talkies and Silent Movie makes better use of doing one now.
Outside the 'a silent film within a film' sequences, the whole conceit is so they can do the dream / nightmare sequence. Which is the best bit, but it's one of not very many times when I wasn't thinking the above.
See also A Simple Man, where again the art direction is fabulous and the performances are fine, but the whole thing is so slight that it should be nowhere near a 'best picture' nomination.
No, the whole conceit is surely that they can do the joke at the end of the guy not having an American accent? That is a bit daft because in the reality of the film he's talking all the time so the fact that he's not American is obvious to everyone in the film's reality, so his reluctance to transfer to talkies makes no sense.
