Yep, it is completely barking, and I'd be surprised if it gets past the first stage of the five minute rule - which I'm guessing will be used as I don't remember the MP being one of the names who got a place on the private members bill ballot.

The other law I'm somewhat surprised isn't listed in the 'suggestions received' page is one to reintroduce the death penalty.
