Why haven't Transport for London made more fuss about the way that all travelcards - regardless of zone - are valid on buses across the whole of London?

For a single fare it's 70p in advance (ie Bus Saver - a carnet of six single tickets - or Oyster card) otherwise £1. An all-day pass is £2.50.
It's about to shoot up: basic single fares will be £1.20, savers £1, Oyster £1 before 9:30am / 80p afterwards, and the all-day pass £3.
It's the 42% increase in Savers / morning Oyster that's particularly outrageous...
