I didn't include one - the number of American tourists coming to London will drop - because it was so obvious.

(When the US bombed Libya because of state-sponsored terrorism (ironically hitting the French embassy, given their sinking of the Rainbow Warrior and murder of one of its crew) they used bases in the UK. American tourism dropped because of the possibility of retaliation for something they'd done.)

But I didn't expect the US to order its troops not to go within the M25.

As far as I recall (and its based on what I know of 80s HO intelligence) there is a standard procedure for such things Re: Home Office Guidelines for foreign Army, information gathering resources (i.e. the CIA) and intelligence operations maintained at HM Government's liberty, this is not as much to do with the US DoD ordering its staff to not enter within a zone of operations but it is usually at the request of the Home Office to (and I paraphrase) 'simplify and streamline its own local operations in the event of a terrorist threat.'

In short: they are keeping any reasons for terrorist attacks to a minimum while an ongoing investigation by the security services is underway. Quite normal and its been covered before when the IRA was bombing london in the 70s and 80s.

Hmmmm.

There's a difference between saying 'let's not have an official attendence at that big event in London or have streams of service people in uniform there' and 'you must not go there'. Particularly when it becomes public.
